Proposed City-Wide Ordinance for Mandatory Spay and Neutering of Dogs and Cats Over Six Months Old
On Monday, October 6, 2014, the Pasadena City Council conducted the first reading of an ordinance that would require all dog and cat owners to spay or neuter their animals. The ordinance would apply to all dogs and cats over six months old. Exemptions include, in part, service dogs, animals that are too sick for the surgery, and law enforcement dogs.
This proposal received extensive discussion at a Council meeting held on July 14, 2014. The proposal proved controversial with extensive public comment both for and against the proposed Ordinance in the form presented at that time, as well as detailed Council discussion.
One aspect of this proposal may be of special interest to LVAA neighbors: exemptions provided in the Ordinance for dogs or cats used to show, breed or compete. The exemptions are set forth beginning at the bottom of Page 1 of the proposed Ordinance.
During its Monday meeting, the council voted 5-3 to move forward on the mandatory ordinance. The second reading will be on Monday, October 20.
